Tewkesbury Borough Plan Pre-Submission consultation (September 2019)

The Pre-Submission TBP is published for its Regulation 19 consultation as required by the Town and Country Planning (Local Planning) (England) Regulations 2012.

The consultation will be available for comment from Friday 4th October to 5pm Monday 18th November 2019.

This Regulation 19 Pre-submission consultation is the final stage of consultation before the plan is submitted to Secretary of State for its independent examination.  Following submission, an appointed Planning Inspector will begin the examination of the plan and consider whether it is sound and legally compliant and meets the tests of the National Planning Policy Framework.

All representations received to this consultation will be submitted to the Secretary of State and considered as part of a public examination by the Planning Inspector. As such, responses to this consultation should focus on the soundness of the plan and its compliance with national policy and/or legislation.

How to make representations?

The Planning Inspectorate has published a useful guidance note which explains the key considerations that you should take into account when making representations to a Regulation 19 consultation to ensure that your comments can be fully considered through the examination of the plan. It is recommended that you consult this guidance.

In order to make it easier to submit responses an online consultation form has been set up and we are encouraging people to use it to make their comments.

This form can also be downloaded so responses can be emailed and posted to the Council.

Any comments received after this deadline will not be accepted and will not be considered to be ‘duly made’ representations.

Background papers

A number background papers have been produced to set out the process that has been undertaken in the development of the plan, including the allocation of sites for housing and employment development and our approach to adopting the Governments nationally described space standards:

Sustainability Appraisal and Habitats Regulations Assessment

The development of the Pre-Submission plan has been supported by a Sustainability Appraisal (integrating Strategic Environment Assessment, Health Impact Assessment and Equality Impact Assessment) and a Habitats Regulation Assessment.  This process considers the environmental, social and economic outputs of the Plan and ensures that development meets the needs of both present and future generations.
