Local council tax reduction scheme consultation, 2020-21
Background to the consultation
Please read the information below before completing the questions. There are 8 questions in total and it should take you approximately 10 minutes to complete.
What is the consultation about?
Each year the Council must decide whether to change the Council Tax Reduction scheme for working age applicants in its area. The Council has decided that changes should be made to the Council Tax Reduction scheme due to the introduction of Full-Service Universal Credit in the borough.
In effect the link between Housing Benefit (which is no longer available to new working age claimants, with some exceptions) and Council Tax Reduction will no longer exist. It is essential that the scheme is changed to meet future requirements, to reduce the cost of running the scheme and to prevent any additional costs being added to Council Tax.
Please note that whilst the changes are intended to reduce the level and cost of administration the Council is not looking to significantly reduce the total overall level of support available.
What is Council Tax Reduction?
Council Tax Reduction is a council tax discount and, if awarded, it will reduce a person’s council tax payments.
Why is a change to the Council Tax Reduction scheme being considered?
All councils are required to review their Council Tax Reduction scheme each year. If they want to make changes they must inform the public and gather views through public consultation.
Tewkesbury Borough Council is proposing a few changes to its existing scheme and, in line with legislation, we have a duty to consult and provide you with the opportunity to tell us your views on the proposed changes to our Council Tax Reduction Scheme.
The options being considered are;
Option 1: No change
Option 2: Income banded scheme
Option 3: All working age claimants pay a percentage of their council tax
Who will this affect?
Working age households in the borough who currently receive or will apply for Council Tax Reduction.
This will not affect pension age households.
